  Drafting of statute formally begins

KATHMANDU: Newly formed committees at the Constituent Assembly on Tuesday started the process of drafting a new constitution for the Republic of Nepal, eight months after the people elected the supreme constitution-making body.
 
Fourteen committees including a Constitutional Committee, 10 thematic committees and three procedural committees held separate meetings to decide how they should enter the process of giving the new republican Nepal a democratic constitution within the next 17 months.
 
The 10 thematic committees will work on contents pertaining to their respective fields and the three procedural committees will collect people’s opinions and determine the process, according to Tek Prasad Dhungana, a joint secretary at the CA secretariat.
 
“So we have to set out within the next 14 days the schedule for the committees for meeting the constitution-making deadline and the areas they have to deal with,” said Dhungana, who is also secretary at the most important Constitutional Committee.
 
He said the Constitutional Committee will have prime responsibility for drafting the preamble and for dealing with sovereignty issues, the process of constitution making and most of the provisions not specified as being under the jurisdiction of other the committees.
 
Talking to reporters after attending the Constitutional Committee meeting at the CA secretariat in Singha Durbar, Prime Minister and member of the committee Puspa Kamal Dahal ‘Prachanda’ said that with the committees starting their work a foundation for drafting a federal democratic republican constitution is being laid. “It shows how serious the Constituent Assembly is toward its constitution-making responsibility.”
 
As per the CA regulations, Constitutional Committee members took their oath of office before starting the formal meetings.
